From the Lebanese side attending were: Deputy Prime Minister, Minister of Defense and Acting Minister of Foreign Affairs and Emigrants Zeina Akar, Minister of Finance Ghazi Wazni, Minister of Energy Raymond Ghajar, Director General of Public Security Major General Abbas Ibrahim, and Lebanese Ambassador to Syria Saad Zakhia.
From the Syrian side attending were: Foreign Minister Faisal Miqdad, Oil and Mineral Resources Minister Bassam Tohme, Finance Minister Kenan Yaghi, Syrian Ambassador and Secretary-General of the Lebanese-Syrian Supreme Council Nasri Khoury.
