Govt Highlights 2020 Achievements in Higher Educ., Scientific Research

The achievements of the state, internally and externally, varied throughout the year 2020 in many sectors despite the existence of many challenges, most notably the corona pandemic.

As efforts continued to implement strategic plans to achieve comprehensive and sustainable development and build the Egyptian people at various levels and sectors, foremost of which is the higher education and scientific research sectors.

Development is a strategic goal and a national dimension of the state to meet all current and future needs of these vital sectors.

Within the framework of a series of successive reports to monitor the government's achievements in 2020, the Media Center of the Council of Ministers published a report that included many infographics that shed light on the harvest of the higher education sector and scientific research during the year 2020.

The report revealed that the budget for higher education and scientific research in the year 2020/2021 increased by 160%, to reach EGP 65 billion, compared to 25 billion pounds in 2014/2015.

The report revealed that 12 colleges and institutes were established in public universities, in addition to  6 new technology universities, bringing the total to 9 universities, in addition to starting of the Egyptian University for Information Technology in the New Administrative Capital.

In addition to this, a private university and 2 private higher institutes were established, in addition to of 3 international private universities that include 48 colleges, while the establishment of another 15 private universities has been initiated, along with the start of the establishment of both of the Egyptian Space City and an academy for the talented people were established.

That there are 11 colleges and programs that have obtained a certificate of academic accreditation from the National Authority for Quality Assurance of Education and Accreditation, bringing the total to 186 colleges and programs.

With regard to the international classification of universities during the year 2020, the report showed Egypt's progress in the world ranking for the quality of education 9 centers according to the "US News" global classification.

Egypt ranked 42 in the classification compared to the 51st position in 2019, and this increased the number of Egyptian universities listed in US News ranking is 27.3%, reaching 14 universities compared to 11 universities in 2019, while 40 programs in 10 different specialties were included in the US NEWS classification of programs for 2020.

As for the classification of Egyptian universities in the Spanish SCImago classification for the year 2020, the report indicated that there is an increase in the number of Egyptian universities listed in this classification by 9.7%, as it reached 34 universities compared to 31 universities in 2019.

Also, 17 Egyptian universities were included in the top 500 universities in 17 majors out of a total of 54 majors in the Shanghai Classification of majors for 2020.

Five Egyptian universities were included in the Shanghai University Rankings for 2020, within the top 3% of the list of world universities.

In a related context, the number of Egyptian universities included in the QS World Ranking for the Arab Region increased by 10%, reached 22 universities compared to 20 universities in 2019, and 70 educational institutions were included in the Spanish University Ranking Webometrics for 2020.

The report highlighted what has been achieved in the scientific research sector, as Egypt advanced 10 places in the global knowledge index, reached the 72nd position during the current year compared to the 82nd position in 2019.

The report stated that 397 Egyptian scientists in various majors were included in Stanford University's American list of the top 2% of the world's most cited scientists in various disciplines, while the number of researchers in various sectors in 2020 reached about 138,000 researchers.

The report indicated that the percentage of international cooperation in joint research with countries of the world out of the total research published in 2020 amounted to 55.5%, and the number of internationally published research this year increased by 14.4%, reaching 29.4 thousand research compared to 25.7 thousand research in 2019.

As for the field of distinguished technologies, the report revealed that Egypt ranked 11th in the world and first in Africa in scientific publishing in the field of water desalination.

And she ranked 25 globally in scientific publishing in the field of nanotechnology, and 3 Egyptian scientific journals advanced in the International Clarifit classification.

Within the framework of enhancing the role of scientific research in developing public facilities and environmental improvement, a contract was signed to start implementing 582 projects at a cost of EGP 195 million.

A grant was allocated to implement research and applied projects in the field of solar energy and water desalination amounted to about 7.5 million euros.

In terms of digital transformation efforts and deepening technological development, the report mentioned that the Geographic Information Portal (GIS) has been launched for the Ministry of Higher Education and Scientific Research, and 8 technology parks have been established in cooperation with the Ministry of Communications and Information Technology, in addition to activating the learning system and electronic tests in universities, as well as the system online payment of various services in universities.

These services were added to the National E-Learning Center for Capacity Building providing more than 700 training courses and workshops for faculty members.

The report indicated that the cost of implementing the technological development deepening program amounted to EGP 240 million, and 20 technology incubators were established with the financing of EGP 70 million to support 144 technology companies, which have contributed to the qualification of 100 of them so far to operate in the market, as well as the establishment of an incubator for artificial intelligence in cooperation with Ain Shams, Alexandria Universities and the Ministry of University Planning, in addition to the launch of the third satellite in June 2020.

On the other hand, the report highlighted the efforts made by the higher education sector to confront the crisis of the spread of the Coronavirus.

The report indicated that with regard to scientific research, Egypt ranked first in Africa and the Middle East and seventh in the world in the number of research related to the Coronavirus, as well as the number of clinical trials related to the virus has had 122 clinical trials.

This came while the Academy of Scientific Research launched an initiative named  "Apply Your Idea" to encourage researchers to submit research proposals to confront the Coronavirus (known also as COVID-19), at a cost of EGP 30 million, and EGP 2 million were allocated by the Science, Technology, and Innovation Funding Authority to finance one project to confront the Coronavirus.

As for university hospitals, the infrastructure and medical equipment of 18 typical university hospitals were developed, at a cost of  EGP 2.7 billion, while the cost of developing 13 operating rooms at Zagazig University Hospital amounted to  EGP 15 million, in addition to developing blood banks in 3 university hospitals by about EGP 2 million.

The report stated that the Medical Training Center at Alexandria University was established at a cost of EGP 30 million, 63 new intensive care beds were added, bringing the total to 4788 beds, while the cost of 13 dialysis machines to serve patients with kidney  failure that were added to 4 university hospitals amounted to EGP 2.7 million
