Ukrainian President Volodymyr Zelenskyy announced on Monday his intention to prepare a comprehensive peace plan by November, aiming to organize a second international summit on his vision for peace in Ukraine, which he insists should include Russian representatives.

The first summit, which did not extend an invitation to Russia, was hosted by Ukraine last month in Switzerland and was attended by delegations from 92 countries.

During a press conference in Kyiv, Zelenskyy, fresh from his visit to Washington for a NATO summit last week, emphasized the importance of Russian participation in the next summit. "My goal is to have a fully ready plan by November... I see the necessity for Russian representatives to be present at the second summit," Zelenskyy stated.

This announcement comes despite comments last week from a Russian Deputy Foreign Minister who declared that Moscow would not participate in a follow-up summit to continue discussions from the first. The initial summit addressed three of the ten peace points proposed by Ukraine, which Zelenskyy describes as a "formula" for peace, focusing on food security, nuclear safety, and the release of prisoners.
