President Volodymyr Zelenskyy asks South Korea to adjust its policy and supply Ukraine with arms to fight Russia.
This statement came in a video message addressed to parliament in Seoul on Monday.
"There is no hope that Russia will stop on its own," Zelenskyy said in a message, which was shown in Ukraine and South Korea.
The Ukrainian president said, appealing to South Korea and the international community that Ukraine needs air defense systems, planes, tanks and other armor technology, and artillery systems and ammunition.
He noted that tens of thousands of people were believed to have been killed by Russian forces only in the besieged Mariupol, an estimate much higher than what other Ukrainian officials see as thousands killed.
In his 15-minute message, Zelenskyy thanked South Korea for its support so far for his country, but the country refused to supply arms to Ukraine.
South Korean Defense Minister Seo Wook reiterated this position in a phone call with Ukrainian counterpart Oleksii Reznikov last Friday, South Korea's Yonhap News Agency reported on Monday.
