Ukrainian President Volodymyr Zelensky has proposed appointing Digital Transformation Minister Mykhailo Fedorov as the country’s new minister of defense, as part of a planned restructuring of Ukraine’s defense leadership.

In his daily address on Friday, Zelensky said he had offered the post to the 34-year-old Fedorov, who has served as minister of digital transformation since 2019 and is also the first deputy prime minister.

The president said the move reflects a broader effort to modernize the defence ministry and adapt it to the evolving nature of the war.

Zelensky highlighted Fedorov’s extensive involvement in drone-related initiatives and his role in rapidly digitizing public services and government operations, describing these skills as critical for Ukraine’s defense needs.

The proposed change would see Fedorov replace Denys Shmyhal, a former prime minister who was appointed defense minister in July 2025. Zelensky said Shmyhal had delivered strong results during his tenure and confirmed that he had offered him a new government position.
