The Central Election Commission of Uzbekistan has announced that elections for the Legislative Chamber of the Oliy Majlis (Parliament) and the Councils of People's Deputies will take place on October 27, 2024. The election campaign officially began on July 26, 2024.
Innovative "E-Saylov" System Launched
A key feature of this election cycle is the introduction of the "E-Saylov" information system. This system enables nearly 60 types of interactions between election commissions, political parties, candidates, observers, and the media to be conducted electronically. Integrated with other electronic platforms, "E-Saylov" allows for many election procedures to be automated, minimizing the need for human involvement.
Mixed Electoral System for the First Time
For the first time in Uzbekistan, the Legislative Chamber of the Oliy Majlis elections will utilize a mixed electoral system, specifically the majoritarian-proportional system. This change aims to ensure the representation of diverse voices within society. Of the 150 deputies to be elected, 75 will be chosen directly through the majoritarian system, where voters cast their ballots for specific individuals. The other 75 deputies will be elected based on votes for political parties under the proportional system.
Advanced Democratic Standards
Several advanced democratic standards have been integrated into the electoral legislation. Notably, political parties are required to nominate candidates such that at least 40% are women. Additionally, a candidate must receive a relative majority of votes from the electorate to be elected.
Positions to Be Elected
The upcoming elections will determine:
- 150 deputies to the Legislative Chamber;
- Deputies to regional and Tashkent city councils, as well as 208 district (city) councils;
- 56 members to the Senate;
- 65 deputies to the Supreme Council of the Republic of Karakalpakstan.
Extensive Participation and Observation
The electoral process will see the active participation of nearly 30,000 candidates and approximately 90,000 of their trusted representatives, aiming to ensure a transparent and fair electoral process. More than 120,000 election commission members will serve as organizers, and over 70,000 citizens and foreign observers are expected to attend as observers.
Election Slogan
Uzbekistan's parliamentary elections, slated for October 27th, 2024, will be held under the slogan "My Choice - My Prosperous Homeland," reflecting the nation's commitment to a democratic and prosperous future.
