The United States, Israel, and Lebanon have reached a trilateral framework agreement aimed at establishing a roadmap for restoring stability along the Israel-Lebanon border and reinforcing Lebanon's sovereignty, U.S. Secretary of State Marco Rubio announced on Friday following talks in Washington.
In a statement, Rubio said the framework agreement establishes a clear mechanism to help restore Lebanon's full sovereignty while addressing Israel's security concerns.
Under the agreement, Israel would withdraw to its internationally recognized border once the security threats facing its citizens have been eliminated. The framework also provides for the creation of a trilateral military coordination group involving Lebanon, Israel, and the United States to oversee implementation and facilitate security cooperation.
Rubio described the agreement as a structured approach to reducing tensions and supporting long-term stability through coordinated security arrangements and continued U.S. engagement.
Israel's ambassador to the United States said the agreement is performance-based, indicating that implementation will depend on conditions on the ground rather than fixed timelines.
According to the ambassador, Israel will complete its withdrawal from Lebanese territory only after the country is fully cleared of what he described as terrorist threats, Reuters reported.
The framework marks a significant diplomatic effort by Washington to de-escalate tensions between Israel and Lebanon while creating a mechanism for coordinated security oversight and confidence-building measures between the two neighboring states.
