Adnan Abu Hasna, spokesperson for the United Nations Relief and Works Agency for Palestine Refugees (UNRWA), stated that the agency will not cooperate with the U.S.-based company overseeing the newly proposed mechanism for aid distribution in the Gaza Strip.
He emphasized that the decision comes in full compliance with directives issued by the UN Secretary-General.
“We are committed to the Secretary-General's position, which is binding on all UN agencies,” Abu Hasna said in a televised interview with Alqahera News. “We were clearly instructed that cooperation with this entity is strictly prohibited until further notice.”
Abu Hasna outlined several reasons behind UNRWA’s firm stance, including serious concerns about the humanitarian legitimacy of the proposed system and a lack of transparency about its actual objectives.
He warned that the mechanism might be part of a broader plan to displace Gaza’s 2.3 million residents toward the southern city of Rafah—mirroring events in May when nearly 1.8 million Palestinians were concentrated there under similar circumstances.
He further revealed that some officials have openly acknowledged that the mechanism aims to “concentrate the population” in one specific geographic area, a strategy that UNRWA categorically rejects. “Any cooperation in this context would violate the fundamental principles of humanitarian relief operations,” Abu Hasna stressed, “which must be neutral, independent, transparent, and based on the actual needs of the population—not political or security agendas.”
Concluding his remarks, Abu Hasna reaffirmed UNRWA’s position: “We operate under the umbrella of the United Nations. We will not be part of any plan that smells of an attempt to redraw the map of displacement in Gaza.”
