Ukraine Accuses Russia of War Crime After Drone Strike Damages UNESCO Sites in Lviv

Ukraine has accused Russia of committing a “barbaric” war crime after a drone attack struck the historic centre of Lviv, damaging buildings within a UNESCO World Heritage site and injuring civilians.

In a strongly worded statement, Ukraine’s Ministry of Foreign Affairs said the deliberate strike on the western city targeted not only civilian infrastructure but also cultural heritage of global significance, protected under international law.

According to Ukrainian officials, the attack hit central areas of Lviv, a city known for its well-preserved historic architecture. Several people were reported injured after drones struck civilian buildings in the heart of the city.

The ministry described the incident as a direct assault on humanity’s shared cultural legacy, stressing that the damaged area is part of the Historic Centre of Lviv, a designated UNESCO World Heritage site.

Lviv has played a key role in international cultural preservation efforts since the start of the war. It hosts Ukraine’s first UNESCO Cultural Hub, established with support from international partners to protect and restore cultural assets threatened by ongoing conflict.

Officials said the attack demonstrates what they called Russia’s disregard for global cultural preservation initiatives and international cooperation.

Ukraine also accused Russia of repeatedly violating the 1954 Hague Convention for the Protection of Cultural Property in the Event of Armed Conflict, an international treaty designed to safeguard heritage sites during war.

The foreign ministry urged UNESCO and its member states to move beyond expressions of concern and take concrete action. It called for Russia to face stronger cultural sanctions and to be stripped of influence within international institutions.

Ukrainian diplomats have formally contacted the UNESCO Secretariat and members of the World Heritage Committee, requesting documentation of the damage and further measures in response to the strike.

The government said it would continue to record all destruction affecting culturally significant sites to ensure accountability through both national and international legal mechanisms.

Officials also expressed condolences to those injured in the attack, reaffirming their commitment to pursue justice against those responsible.
