UK Cuts Bus Fare Cap as Gov't Rolls Out Cost-of-Living Relief

UK Prime Minister Andy Burnham announced a reduction in bus fares of up to one-third, marking his latest effort to ease pressure on household budgets as his new government seeks to deliver immediate cost-of-living relief.

The measure follows Burnham's decision earlier this week to scrap a tax on household electricity bills from October 1, a move expected to save the average household around £45 annually.

Under the new transport policy, the maximum single bus fare in England outside London will be reduced to £2 from £3, with the lower fare cap set to take effect in January. London will remain exempt because it operates under a separate fare system.

Burnham, Britain's seventh prime minister in a decade, is moving quickly to demonstrate that his administration can improve living standards after years of political instability and mounting financial pressure on households.

While the financial savings from the latest measures are relatively modest, the government says the package is designed to give families "more breathing room" as they continue to grapple with elevated living costs.

Fiscal Pressures Remain

Despite the early relief measures, Burnham acknowledged that the government's fiscal room for maneuver remains limited, fueling speculation that tax increases or additional borrowing could feature in the upcoming budget later this year.

Asked whether higher taxes are under consideration, Burnham said decisions on taxation would be made as part of the budget process, stressing that his immediate priority is to refocus government spending on reducing the cost of living.

"I've taken a number of steps that will begin addressing some of these challenges, while recognizing there is much more to do," he told reporters.

The prime minister also indicated that his government is reviewing the personal income tax allowance, which has been frozen since 2021, a policy that has gradually pushed more workers into paying income tax as wages have risen.

Any changes to the allowance would carry a multibillion-pound fiscal cost, making the funding strategy a key focus for investors closely watching whether Burnham can uphold his pledge of fiscal discipline.

"There are no unfunded commitments or promises," Burnham said, adding that any tax decisions would be considered alongside other spending priorities during the budget process.

£500 Million Transport Package

The UK government estimates that extending the £2 bus fare cap will cost more than £500 million.

According to government plans, £100 million will come from the existing transport budget, while the remaining £400 million will be financed through the Department for Energy Security and Net Zero by converting funding previously allocated for international climate grants into loans.

The transport initiative forms part of Burnham's broader strategy to deliver visible economic support early in his premiership while balancing pressure on the public finances.
