In line with the statement issued at the initial ministerial meeting in Ndjamena on August 7, 2023, the second meeting of foreign ministers from Sudan's neighboring countries (Egypt, Chad, Central African Republic, Ethiopia, Eritrea, Libya, and South Sudan) took place on September 19, 2023. The meeting, hosted at the Permanent Mission of the Arab Republic of Egypt to the United Nations in New York and organized in collaboration between Egypt and Chad, saw the participation of representatives from the Arab League (AL) and the African Union (AU).

During the meeting, the roadmap outlined during the Ndjamena meeting was endorsed, and the attending nations agreed to work together to implement its provisions. These collaborative efforts aim to address the ongoing crisis in Sudan, covering political, security, and humanitarian aspects, with the ultimate goal of ensuring stability and upholding Sudan's sovereignty.

The ministers reviewed the initiatives undertaken by Sudan's neighboring countries to resolve the crisis, including their dialogues with various Sudanese parties and coordination with other mechanisms involved in addressing the situation. Additionally, they engaged in consultations and exchanged perspectives on the priorities for the upcoming phase. It was decided to take practical measures to establish a sustainable ceasefire in Sudan and to mobilize international support to address the humanitarian situation, particularly in assisting neighboring countries that are accommodating a significant and increasing number of Sudanese refugees.

The foreign ministers reaffirmed their commitment to ongoing coordination and communication and agreed to convene the third meeting of foreign ministers of Sudan's neighboring countries in Cairo. The date for the meeting will be determined soon through diplomatic channels and will serve as an opportunity to assess the progress made in implementing the provisions of the roadmap.
