Dear Kassym-Jomart Kemelevich!

Dear Heads of State and Government!

I am glad to see you, dear friends, on these wonderful days of the ongoing international holiday of Navruz.

I express my deep gratitude to our respected aksakal, the First President of the Republic of Kazakhstan - Elbasy, Honorary Chairman of the Turkic Council Nursultan Abishevich Nazarbayev, who came up with the initiative to organize today's meeting.

Our summit is directly related to the ancient and modern city of Turkestan, where the great poet and thinker Khoja Ahmad Yassavi lived.

The proclamation of this glorious city "one of the spiritual capitals of the Turkic world" has a deep symbolic meaning.

It is known that Mir Alisher Navoi highly valued Hazrat Yassavi as “the sheik of all Turkestan lands”.

The immortal legacy of Ahmad Yassavi, along with such our great ancestors as Jalaluddin Rumi and Yunus Emro, Yusuf Khos Hajib, Nizami Ganjavi, Makhtumkuli Firogi, and Boborahim Mashrab, is the common spiritual heritage of the Turkic peoples.

The fact that Ahmad Yassavi studied in sacred Bukhara, known throughout the Muslim world as the "Incarnation of the Power of Islam," from the famous scholars and theologians Yusuf Hamadani, Abdukhalik Gijduvani, confirms that our ancestors have always been companions and like-minded people.

We all know well that the great Amir Temur highly respected Hazrat Yassavi, who enjoyed great authority in our region due to his spiritual and moral views and service and built a magnificent mausoleum in his memory.

Sakhibkiran, with the aim of providing material support for this complex, established a special fund - waqf. The fact that this foundation has been operating for many centuries testifies to the historical unity of our peoples.

And now, among all our fraternal peoples, the mausoleum of Ahmad Yassawi is considered a sacred place of worship.

Today we saw with the help of a video how the multinational city of Turkestan is flourishing, what large-scale transformations have taken place here in recent years.

Taking this opportunity, I once again congratulate the President of Azerbaijan, dear Ilham Heydarovich Aliyev, and the Azerbaijani people on the return of the territories of Nagorno-Karabakh and the restoration of historical justice.

Uzbekistan is ready to contribute to the restoration of ancient monuments, objects of culture, and education on the land of Nagorno-Karabakh.

Dear Summit Participants!

The Turkic Council, created on the basis of a common language and a single religion, historical and cultural ties, is becoming an effective mechanism for regional cooperation.

Today a new stage in the development of our Organization begins, and we must be ready to overcome any trials and threats together, to make full use of the existing potential.

In this regard, we are facing very important tasks.

First. Strengthening economic ties should be our main goal.

Based on the conceptual document "Vision of the Turkic World - 2040" being developed, as well as taking into account the current and post-pandemic situation, we propose to develop a Strategy for Economic Cooperation for the near and medium-term, which would take into account the specifics of the Organization's member states.

At the same time, special attention should be paid to overcoming the negative consequences of the ongoing global crisis, recovery, and development in the new conditions of trade, investment, industry, transport links, the widespread introduction of e-commerce and digital technologies, and the fuller use of the potential of the business community and interregional cooperation.

Second. Supporting voiced suggestions

to strengthen cooperation between our states in the field of industrial cooperation and the implementation of large investment projects, we believe that the time has come to establish the Investment Fund and the Development Bank of the Turkic Council.

We stand for the earliest possible start of practical work in this direction.

Third. Increasing the transport and transit potential of our region is of strategic importance.

It is important to provide access through Central Asia to the main world markets, including China, India, Pakistan, and other Asian countries, as well as from Azerbaijan and Turkey to European countries.

The development of transport corridors in these areas and the joint implementation of large projects to create a logistics infrastructure fully meet our common interests.

Fourth. The wide public awareness of the legacy of the great religious leaders who have left a huge mark on our history is consonant with our common spiritual aspirations.

In this regard, we propose to implement the Tabarruk Ziyorat project - a pilgrimage to sacred places located in the territories of our countries.

For this, it is advisable to adopt a Pilgrim Tourism Development Program within the Council.

Fifth. Great attention is also required to deeply study the invaluable contribution of our peoples to the development of secular sciences and their rich cultural heritage, to conduct various studies and popularize them all over the world.

We intend, with the assistance of UNESCO, to hold an international forum "Central Asia at the crossroads of world civilizations" in September in the city of Khiva, which has been awarded the status of "Cultural Capital of the Turkic world".

Taking this opportunity, we invite representatives of all member states of the Council to take part in this conference.

Sixth. At the summit in Baku, we put forward an initiative to establish an International Prize in Literature and Art.

On behalf of the people of Uzbekistan and on my own behalf, I express my deep gratitude to you, the leaders of the member states, for supporting our proposal to establish an International Prize of the Turkic Council in order to encourage famous personalities who have made a great contribution to science, education, culture and art, as well as strengthening the unity of the Turkic world, and the awarding of the prize named after Alisher Navoi.

Such respect and trust are a great honor for us. We take this as a tribute to Alisher Navoi, who was the pride of all Turkic peoples. The establishment of this authoritative award will undoubtedly further raise the spirit of Turkic unity.

I would like to declare our support for the adoption of the Turkestan Declaration, as well as the important and priority issues facing our Organization that has been reflected in it.

Dear participants of the meeting!

In conclusion, I would like to once again express my sincere gratitude to the Honorary Chairman of the Turkic Council - our dear aksakal, Elbasy Nursultan Abishevich Nazarbayev, and respected President of Kazakhstan Kassym-Jomart Kemelevich Tokayev for the high level of organization of today's summit.

I wish you all good health, energy, and success in your noble work to enhance the prestige and effectiveness of our Organization.

Thank you for your attention.
