Spain has declared a state of emergency in 14 provinces due to heavy rains and the impact of Storm Boris.

The low-pressure system has significantly affected weather conditions, particularly in eastern parts of the Iberian Peninsula and the Balearic Islands.

Spain's meteorological agency has warned of potential flash floods, especially in typically dry valleys. Flooding has already disrupted train services along the Zaragoza-Teruel-Valencia route, leading transport company Renfe to arrange buses for passengers between affected stations.

The Balearic Islands are currently under an orange weather alert, with forecasts predicting up to 50 liters of rain per square meter per hour, accompanied by strong winds ranging from 70 to 120 kilometers per hour.

The death toll from the flooding caused by Storm Boris has risen to 23, with widespread power outages still affecting parts of Central and Eastern Europe.

Meanwhile, Austrian authorities have reported incidents of looting in flood-stricken areas, prompting increased security measures in evacuated regions.
