Shanghai’s innovative urban renewal strategies offer a model for cities nationwide, according to officials speaking on the latest China Economic Roundtable, hosted by Xinhua News Agency.
The city has implemented a household-specific approach, providing tailored renewal plans for each residence based on detailed face-to-face consultations with local residents. This strategy ensures that community concerns are carefully addressed and integrated into redevelopment projects, said Pan Wei of the Ministry of Housing and Urban-Rural Development.
Shanghai has also pioneered diverse funding mechanisms. Beyond central government subsidies, the municipal government has increased financial support for districts facing complex renewal challenges.
Since 2023, the city has renovated 380,000 square meters of housing in its inner city and launched 56 renewal projects in shantytown areas, benefiting more than 22,000 households.
Shanghai’s experience demonstrates a replicable blueprint for effective, citizen-focused urban transformation across China.
