Scoop: Full Text of Egypt's Initiative to Solve Libyan Crisis

In the framework of Egypt's efforts to resolve the Libyan crisis, President Abdel Fattah El Sisi, Aguila Saleh, Speaker of the Libyan House of Representatives, and Field Marshal Khalifa Haftar, Commander-in-Chief of the Libyan Armed Forces, announced the Cairo Declaration Initiative on Libya.

SEE News publishes the full text of the Egyptian peace initiative to resolve the Libyan crisis as follows:

  • Emphasizing the unity, integrity, and independence of the Libyan lands, respecting all international efforts, initiatives, and relevant Security Council resolutions, and accordingly, the commitment of all parties to the ceasefire from June 8, 2020.
  • The initiative is mainly based on the outcomes of the Berlin Summit, which resulted in a comprehensive political solution that includes clear implementation steps (political, security, and economic tracks) and the respect for human rights and international human rights law.
  • Completing the work of the Military Committee (5 + 5) course in Geneva under the auspices of the United Nations, and with the consequent success of the other tracks (political, security, and economic), taking into account the importance of the United Nations and the international community obliging all foreign parties to remove the foreign mercenaries from all Libyan lands, dismantling the militias, and handing over their weapons so that the armed forces of the Libyan National Army, in cooperation with the security services, can carry out their military and security tasks in the country.

  • Working to restore the Libyan state to its national institutions, with the identification of the appropriate Libyan national mechanism to revive the political track under the auspices of the United Nations, and the international community efforts to resolve the Libyan crisis.
  • Restore the state's control of all security institutions and support the military establishment (the Libyan National Army), while assuming the national army its responsibilities in combating terrorism and asserting its role in cooperation with the security and police agencies to protect Libyan sovereignty and restore security in the maritime, air, and land fields.
  • The Presidential Council takes decisions by a majority, except for sovereign decisions related to the armed forces. Decisions or discussing proposals submitted by the Commander in Chief of the armed forces in this case are taken unanimously and in the presence of the Commander in Chief of the Armed Forces.
  • Main Items of Libyan Peace Initiative 

  • Each of the three regions (Eastern, Western and Southern) shall form an electoral entity whose members are chosen from the House of Representatives and the State Council representing each region, along with tribal elders and notables, and taking into account an acceptable representation of women, youth, political elites, intellectuals and unions. Thus, the three committees meet under the auspices of the United Nations and each region chooses its own representative, either by consensus or by election, within a period not exceeding 90 days.
  • Each region selects its representative for the Presidential Council, as well as a deputy prime minister known for competence and patriotism, so that a Presidency Council will be composed of one president and two deputies. Then, the Presidency Council nominates a Prime Minister, who in turn, together with his two deputies, forms a government and presents it to the Presidency Council, in preparation for referring the government formation proposal the House of Representatives to get the confidence.

  • Each region gets a proportional number of ministerial portfolios according to the population after agreeing to the members of the new presidential council and naming the prime minister, on the condition that no region doesn’t obtain more than one presidency of the three authorities (the Presidency Council - the House of Representatives - the Cabinet) so that the Tripoli region gets four ministries, the Burqa region gets seven ministries, and the Fezzan region gets five ministries, provided that the six sovereign ministries are pided over the three regions equally (two ministries for each region) with the appointment of two deputies for each minister from the other two regions.
  • The Libyan House of Representatives shall adopt amendments to the constitutional declaration through a legal committee that is formed by the Speaker Aguila Saleh after the committee (which includes representatives of the members of the House of Representatives and the state council) agreed on the points that must be modified in the constitutional declaration in a period not exceeding 30 days beginning from the date of the first session.
  • The electoral assembly for each region under the supervision of the United Nations should form a committee of competent national figures, constitutional experts and intellectuals. The committee should be adopted by the Libyan parliament so that it can draft a new constitution that defines the form of the ruling of the Libyan state and offers it to a popular referendum for approval (to be completed within 90 days from the date it was formed.)
  • The time period for the transitional period is set to 18 months, which can be increased to a maximum of 6 months, during which all Libyan state institutions to be re-organized especially the main economic institutions such as the Central Bank, Oil Foundation and the Libyan Investment Institution. These institutions’ boards of directors should be re-formed to ensure the effectiveness of the new government's performance and the provision of the necessary resources to manage the transitional period, ending with the organization of presidential and parliamentary elections.
  • Take the necessary executive measures to unify all economic and monetary institutions in eastern, southern and western Libya, and implement structural economic reforms, in addition to preventing Libyan funds from reaching any militia, as well as ensuring a fair and transparent distribution of Libyan resources to all citizens.
