Russian Foreign Minister (FM) Sergei Lavrov described recent statements made by President Joe Biden’s administration regarding Washington’s readiness to hold nuclear talks without preconditions with Russia, China, and North Korea as "deception," according to Reuters.
In an interview with the Russian magazine Argumenty i Fakty, Lavrov stated, "The call to discuss strategic stability and nuclear arms reduction without preconditions is deceitful."
He added, "What does 'without preconditions' mean? It means that the Americans retain the right to declare us as enemies in their doctrinal documents."
