Russia Says Ready to Resume Strategic Stability Dialogue with US

Russian Deputy Foreign Minister (FM) Sergei Ryabkov affirmed on Sunday that Moscow is ready to resume dialogue with the United States (US) on strategic stability and cooperation within the framework of the START 3 treaty.

"Russia is ready to resume dialogue with the United States on strategic stability, but it all depends on Washington," Ryabkov said, according to the "Sputnik" news agency.

Moreover, he added that Russian proposals regarding security guarantees have no longer been the same as they were, in light of the changing situation.

Kyiv police announced on Sunday that an American journalist was killed by Russian forces’ bullets in the Ukrainian region of Irbin.

According to social media posts, Kyiv police said that a journalist working for the American newspaper “New York Times” was killed, and another was wounded by Russian forces’ fire in the town of Irbin.

In addition, the British "Business Insider" website reported that journalist Brent Raynaud was shot while covering the Russo-Ukrainian war when Moscow forces opened fire at him near Irbin.

“A 51-year-old world-famous media reporter was killed in Irbin today… Another journalist was injured. Now they are trying to get the victim out of the war zone,” police chief Andrei Nebitov wrote on Facebook.

Irbin is located in the west of the Ukrainian capital, Kyiv, and was badly affected by the Russian invasion.

The Russian-Ukrainian conflict reached a new turning point on February 21, after Russian President Vladimir Putin announced the recognition of Donetsk and Luhansk as independent republics of Ukraine, an escalatory step that drew great anger from Kyiv and its Western allies.

In the wake of this, the Russian forces began, at dawn on Thursday, February 24, to launch a military operation in eastern Ukraine, which opened the door to the possibility of the outbreak of a “third world war,” which would be the first in the twenty-first century.
