Russia Maintains Stance on Ukrainian Withdrawal from Four Regions Despite Signs of Openness

Russian President Vladimir Putin has signaled a modest shift in tone regarding the war in Ukraine, describing his recent phone conversation with former U.S. President Donald Trump as “very useful and comfortable for both sides.” 

The comments mark a slight departure from Moscow’s previous rhetoric and suggest a cautious openness to renewed political dialogue.

Putin indicated that Russia and Ukraine are “on the right track” following negotiations initiated in Istanbul. He expressed preliminary support for a potential ceasefire, contingent on the agreement being formalized in a clear memorandum of understanding between the two countries. While this could pave the way for broader political discussions, the Russian leader emphasized that it would not come at the expense of Russia’s core demands.

Chief among those demands is Ukraine’s full withdrawal from the four contested regions: Donetsk, Luhansk, Zaporizhzhia, and Kherson. Russia continues to regard this as a non-negotiable prerequisite for halting military operations and engaging in serious negotiations.

During the call with Trump, Putin reportedly reaffirmed this position, underscoring that any progress now depends on Ukraine’s response to these long-standing conditions.

While Russia may demonstrate some flexibility in shaping a political resolution, it remains firm in asserting sovereignty over the four regions. This stance is backed, in part, by what Moscow claims is long-standing popular support in these territories, predating the start of military operations. Domestic pressure within Russia also appears to be reinforcing the government’s commitment to its territorial objectives.
