Russia’s Permanent Representative to the United Nations, Vasily Nebenzya, emphasized that terrorists in Syria are receiving support from the United States and its allies, condemning the organized attack on Aleppo by Hayat Tahrir al-Sham (HTS) militants, who control Idlib.

Nebenzya stated, "We condemn the organized attack on Aleppo carried out by the terrorists of Hayat Tahrir al-Sham, who control Idlib." He highlighted that during the assault, over 400 terrorists were killed, and 600 others were injured, stressing that the enemy would ultimately be defeated regardless of the support it receives.

He further pointed out, "It is in the interest of Western countries to dispel any doubts, especially regarding this operation. In this context, we would like to draw attention to the role of Ukraine’s General Intelligence Directorate in organizing terrorist activities and supplying them with weapons."

Nebenzya continued, "We have repeatedly mentioned in the Security Council the presence of Ukrainian military advisors from the intelligence services, who have trained and equipped Hayat Tahrir al-Sham forces. There is cooperation between Ukraine and the terrorists, including the recruitment of terrorists into Ukrainian forces or fighting Syrians."

He added, "Hayat Tahrir al-Sham does not hide its support from Ukraine; on the contrary, it boasts about it. Ukrainian intelligence operatives are arming HTS in Idlib with drones. Although Western experts doubted this information, what happened on November 26 confirmed the accuracy of our data. It became clear that Ukraine has turned into a breeding ground for international terrorism, threatening global security and peace, not only through its operations in Russian territory but also in Syria."

Nebenzya also reaffirmed that recent developments in Syria showed that the actions of the United States, which is illegally present in Syria, aim to destabilize the country, particularly in the areas of the Euphrates and al-Tanf. He noted that Washington seeks to occupy oil-rich areas in northeastern Syria.

He stated, "The United States and its allies seize every opportunity to sow chaos in Syria, strangle its economy, and support terrorists. The Americans shamelessly present Hayat Tahrir al-Sham as the moderate opposition, even as the group’s true nature has been exposed in recent days."

Nebenzya condemned the double standards, stressing that the fight against organizations deemed terrorist by the United Nations must continue. He emphasized the need to support the legitimate Syrian government and condemn terrorist attacks, particularly those carried out by groups like Jabhat al-Nusra (formerly HTS), as neighboring countries have done.

He concluded by stating, "As history shows, the exploitation of terrorists for political gain always backfires on their sponsors. We continue our communications with our partners in the Astana process, and with our colleagues in Iran and Turkey, who share our concerns about the escalation in Aleppo and Idlib. We agree on the need to coordinate efforts to stabilize the situation in Syria."

Nebenzya called for a return to the ceasefire in Idlib, established in March 2020, and expressed confidence that stability and peace in Syria can only be achieved through the removal of illegal foreign military presence and halting airstrikes on Syrian territory.
