U.S. Secretary of State Marco Rubio stated that he does not consider the operation carried out by U.S. forces to capture Venezuelan President Nicolás Maduro, nor the strikes targeting infrastructure, to be a "military act."

In remarks to " Washington Post", Rubio emphasized that he had promised Congress he would seek its approval only if the United States were "to launch military strikes to attack military targets."

According to the newspaper, the Pentagon did not notify Congress of the operation in Venezuela until after it had concluded.

Responding to journalists' arguments that bombing a sovereign state, arresting its president, and declaring an intent to control the country could be considered a military operation, Rubio claimed these actions were carried out "pursuant to directives from the U.S. Department of Justice."

On Saturday, US President Trump announced that the United States had launched a large-scale strike on Venezuela, and that Venezuelan President Nicolás Maduro and his wife, Cilia Flores, had been arrested and removed from the country.
