Report: Egypt's Efforts in Developing Real Estate Registration System

President Abdel Fattah El Sisi urged concerned authorities to develop the real estate registration system in Egypt and strengthening efforts contributing to the governance of the registration system.

Sisi held a meeting last week, April 7, with Prime Minister Dr. Mostafa Madbouly and Minister of Justice Counsellor Omar Marwan to discuss this issue in detail.

During the meeting, Marwan presented the new advanced models of real estate registration applications and transactions. He also reviewed amendments of the Real Estate Registration Law No. 9 of 2022 to facilitate the procedures for registering property.

The most prominent amendments put forward are:

There shall be no requirement for a registered contract; procedures shall be reduced; provisions shall be implemented without repeating the procedures; a time limit shall be set for the registration period; access to survey data for real estate shall be provided from multiple parties; registration applications shall be submitted electronically; and the payment of real estate taxes shall be separated from the registration procedures.

In this regard, Sisi stressed the need to further enhance the working mechanisms in the registration system and the documents issued by it.

He also called for strengthening efforts contributing to the governance of the registration system and the expansion of quick and special services for real estate registry, given its importance and the fact that all segments of citizens in Egypt use it daily.

In last October, the Minister of Justice said “Since December 2019, we worked on construction and raising the efficiency of the Egyptian courts so that they would be in an appropriate image for the Egyptian citizen, followed by raising the efficiency of the human factor."

Marawan told Khaled Mery, who presents Kelmet El-Ser (The Password) weekly TV show on Sada El-Balad satellite channel  that the real estate registry offices have witnessed significant modernization recently, pointing out that by the end of this year all courts would be developed.

Marwan revealed that the City of Justice will be an important part of the New Administrative Capital, stressing that “It is a smart city and the president said that that city includes all state institutions. 

Egypt’s digital system includes all services, lawsuits and all real estate registry procedures so that modern technology helps significantly saving time and effort.

“The Egyptian society’s resort to the judiciary proves that it’s civilized and reflects the citizens’ trust in the judiciary,” Marawan told Mery. 

The Minister of Justice stressed that President Sisi’s interest in the human rights file is not a surprise, but it has been an ongoing interest for years, adding: “The human rights file must be well prepared and we are not ashamed of our situation… Egypt’s vision in human rights respects our identity, customs and our traditions.”

In a related context, Marawan said “The Public Prosecution inspects prisons on a monthly basis, not with prior notification.”
