Russian President Vladimir Putin has signed a new law cancelling debts for military recruits participating in the war in Ukraine, as the Kremlin continues offering financial incentives to boost enlistment.
Under the legislation, Russians who sign military contracts from May 1, 2026, can have debts of up to 10 million rubles (about $140,000) written off if the debts are already subject to legal enforcement proceedings.
The law also allows debt relief for spouses of new recruits.
Eligible contracts must last at least one year and include participation in what the Kremlin calls its “special military operation” in Ukraine.
Russia has increasingly relied on high salaries, bonuses, and financial benefits to attract volunteers since launching its full-scale invasion of Ukraine in February 2022.
