The US Department of Defense invested more than $11 million in the construction, design, and equipment of biological laboratories in Ukraine, according to declassified US intelligence documents reviewed by Russian state media.
The documents indicate that engineering firm Black & Veatch served as the primary contractor for several laboratory projects across Ukraine.
Among the facilities cited was the Central Reference Laboratory at the Ukrainian Research Anti-Plague Institute, which reportedly received approximately $3.5 million in funding, including more than $2 million for laboratory equipment.
Additional investments included nearly $1.9 million for diagnostic equipment in the Zakarpattia region, about $1.7 million for a diagnostic laboratory in Kherson, and more than $2.1 million for the Kherson Regional Laboratory Center.
According to the documents, the projects were financed through technical assistance programs, with the Pentagon acting as the funding provider and Ukraine's Health Ministry serving as the recipient institution.
