Libya's HoR Speaker to Visit Geneva for Talks over Cairo Declaration

The Speaker of the Libyan House of Representatives (HoR) Aguila Saleh has decided to visit Geneva during the coming days to urge the United Nations Support Mission to Libya (UNSMIL) to enforce Egypt's peace initiative, dubbed as 'Cairo Declaration', which aims to settle the Libyan crisis.

Egypt’s Sisi launched the political initiative earlier this month in the hopes of paving a path toward normalcy in Libya and warned against using military tactics to resolve the crisis.

“Any direct intervention by Egypt has become internationally legitimate, whether under the UN charter on self-defense or based on the sole legitimate authority elected by the Libyan people: the Libyan parliament,” Sisi said.

The president underlined the outcomes of the Berlin Conference held in January stating that all foreign powers shall refrain from supplying arms to Libyan armed groups.

The president warned in his speech in Sidi Barani district in Matrouh Governorate bordering Libya against the foreign intervention in Libya for it composes a threat to regional, European, and global security and stability.

Yesterday, Saleh held a meeting with Russian Foreign Minister Sergey Lavrov in Moscow to discuss launching immediate ceasefire in Libya and engaging the parties to conflict in a comprehensive political dialogue in the country to address the current crisis.

Lavrov explained the Cairo Declaration and the Berlin outputs could be a starting point for a political dialogue in Libya.

Russian Minister pointed out that the Libyan crisis could not be solved by military means, announcing a decision to reopen the Russian embassy in Libya, which will at this stage be headed by Charge d’Affaires Jamshed Boltaev, who will temporarily be based in Tunisia, but I want to emphasize that his functions include representing Russia across all Libya’s territory.
