Legislative Committee Approves Law Regulating Political Rights, HoR

The Constitutional and Legislative Affairs Committee in the House of Representatives (HoR), headed by Representative Ehab Al-Tamawi approved, during its meeting today, a draft law submitted by Dr. Abdel Hadi Al-Qasabi, head of the Egypt Support Coalition and more than 60 deputies.

The draft law regards amending some provisions of No. 45 of 2014, law No. 46 of 2014 of the House of Representatives and Law No. 198 of 2017 the Law Regulating the Practicing of Political Rights regarding the National Elections Commission, in principle.

The amended Article (1) stipulates that the House of Representatives consists of (568) members elected by direct secret general ballot. No less than 25% of the total seats must be allocated to women.

The President of the Republic may appoint a number of members in the House of Representatives not exceeding 5%, and all of that is in accordance with the regulations stipulated in this law.

Article (3) stipulates that 284 seats in the House of Representatives should be elected according to the inpidual system, and 284 seats according to the system of absolute closed lists.

Independent candidates and others of political parties have the right to run in each of the two systems instead of 240 seats in the inpidual system and 120 seats in the system of closed lists based on the existing law.
