High Representative of the European Union for Foreign Affairs and Security Policy Josep Borrell emphasized the urgency of renewed efforts to achieve a two-state solution, calling for global unity and decisive action to end the cycle of violence.
Borrell, addressing a gathering of Israeli and Palestinian peace advocates, underscored the courage required to promote peace amid the escalating conflict. “It is not easy to advocate for peace and understanding when people are being killed and cities shelled daily,” he said. “But breaking the cycle of violence is the only path forward.”
In a passionate keynote address at the meeting of the Two-State Coalition for Israel and Palestine, the High Representative acknowledged the challenges faced by those advocating for peace within polarized societies. He clarified that promoting dialogue does not equate to condoning occupation or legitimizing terrorism. “Recognizing the fears and hopes of the other side does not mean normalizing occupation or any form of violence against civilians,” Borrell stated, urging attendees to stand against both.
Borrell criticized internal divisions within the European Union regarding the Israeli-Palestinian conflict but reaffirmed the EU’s historical support for the two-state solution. He called for greater consistency in addressing violations of international law, likening the situation in Palestine to the EU’s response to Russia’s occupation of Crimea. “We must hold our close partners to the same standards as we do our adversaries,” he said, advocating for sanctions against individuals undermining peace, whether they are extremist settlers or armed groups.
Borrell highlighted the need to confront disinformation fueling extremism on both sides. He condemned the media blackout in Gaza and called for greater transparency. “Freedom of the press is critical to understanding the human cost of this conflict,” he said. He praised journalists, human rights defenders, and advocates for their courage in documenting the truth amid adversity.
The EU’s top diplomat urged stronger support for peace advocates, whom he described as “the best face of the future.” He also called for consistent actions against spoilers on all sides. “Sanctioning only one side emboldens spoilers on the other,” he warned, highlighting recent EU measures against violent extremist settlers and Palestinian armed groups.
Borrell reiterated the EU’s commitment to international law, including the decisions of the International Criminal Court (ICC). He criticized attempts to delegitimize the ICC and its rulings, calling for accountability for violations of human rights and humanitarian law. “Without accountability, there will be no justice, and without justice, there will be no peace,” he asserted.
As he nears the end of his tenure, Borrell reflected on the global implications of the Middle East conflict. “The price of inaction is exorbitant, not only for those suffering in Gaza but for the entire world,” he said. He called for renewed efforts to support democratic institutions within Palestine, address violations of international law, and ensure the two-state solution remains a viable path to peace.
Borrell concluded with a heartfelt plea for continued advocacy: “You are on the right side of history, and your courage to fight for peace deserves the utmost respect. Together, we can reclaim our shared humanity and ensure a better future for all.”
