The Higher Representative of the European Union (EU) Josep Borrell calls for the withdrawal of all foreign forces from the Libyan territories.

Borrell indicated that this approach is the only way to guarantee a ceasefire in the country.

He said as he landed in the place of Berlin-2 on Libya, that the Libyans should pledge to run the parliamentarian before the end of the current year and secure the ceasefire.

He pointed out that the elections guarantee legitimacy and power to the next government meanwhile, the ceasefire ensures stability there.

He affirmed that the   European Union (EU) could help Libya furthermore than it does now.

The European, according to Borrell, seeks to build an active state in Libya which contributes to face the problem of illegal immigration to the continent.

He stressed that is an important matter for the European governments.

The Europeans take part in “Operation Irini”, a marine mission to monitor the implementation of the United Nations (UN) Security Council resolution to ban exporting arms to Libya and prevent trading the Libyan oil in the black market.

On the other hand, Najla Mangoush, Libya’s Foreign Minister, announced presenting “ Libya’s Stability” initiative to the Second  Berlin Conference.

The initiative includes a local vision and timetable to bring reconciliation and run elections scheduled in December.

The Libyan minister said the government worked over the last three months as a unified executive authority, to prepare a national initiative to be submitted to the conference.

It is worth noting that the German government has called for that conference in cooperation with the United Nations and other states.

The states that participated in the first version of the conference held in 2020, appeared again in the newly convened one.

Mangoush added that the national initiative aims at enabling the Libyans to restore their sovereignty in cooperation with the states that support achieving stability in Libya after years of chaos.
