Japan plans to fully digitalize airport customs declarations by 2030 as part of efforts to streamline arrivals and accommodate a growing number of international visitors.
The initiative will replace paper-based declarations for accompanied and unaccompanied goods with a fully digital system, allowing travelers to complete customs procedures online and use QR codes upon arrival.
According to Japan's Finance Ministry, the move aims to improve efficiency and reduce the administrative burden on customs officers as inbound tourism continues to surge.
Although electronic customs declarations were introduced in 2019, around half of all submissions were still filed on paper as of April 2026.
The government is targeting 60 million foreign visitors annually by 2030, following a record year in which international arrivals exceeded 40 million for the first time.
