Japan Reports Record Cannabis Cases in 2025

Japan recorded a historic surge in cannabis-related investigations in 2025, with police probing 6,832 individuals, marking a sharp increase from the previous year, according to official data.

The National Police Agency said more than 70% of those investigated were in their 20s or younger, highlighting growing drug use among younger populations. Social media platforms are believed to be a key factor enabling access, with many users connecting to dealers online and communicating عبر encrypted messaging apps.

People in their 20s accounted for the largest share, followed by minors, including junior high and high school students, underscoring rising concerns over youth exposure to наркотics.

The increase follows the implementation of stricter laws under the revised Narcotics and Psychotropics Control Act, which criminalized cannabis use starting in December 2024. Authorities reported that 700 individuals were investigated under the new legislation in its first year.

Overall drug-related investigations also climbed, reaching 14,574 cases, with involvement from organized crime groups, including yakuza-linked networks and loosely structured criminal organizations. Foreign nationals accounted for a notable portion of those investigated.

Police data also showed a rise in stimulant and cocaine cases, with cocaine-related investigations hitting a record high.

Authorities warn that the rapid growth in drug-related activity, particularly among youth, poses a serious challenge for law enforcement and public health, as digital platforms continue to reshape access and distribution networks.
