A member of the National Council of Resistance of Iran (NCRI) said growing expressions of support in Europe for a proposed provisional government signal a shift in international views on Iran’s political future.

Hossein Daei al-Islam said in a statement on Tuesday that increasing backing for the opposition’s plan, including a 10-point framework put forward by Maryam Rajavi, reflects what he described as a recognition that Iran’s current system of governance is nearing its end.

He pointed to a recent demonstration by Iranian expatriates in Hamburg, which he said highlighted the opposition’s readiness to present an alternative political roadmap and a mechanism for transferring power.

Daei al-Islam also cited remarks by former German lawmaker Thomas Lutze, who described Rajavi’s plan as a framework aimed at ensuring democratic governance, civil liberties and popular sovereignty.

Meanwhile, former European Parliament member Helmut Geuking was quoted as saying that international recognition of a transitional government could help guarantee rights for different groups within Iran and facilitate a political transition.

Daei al-Islam said the opposition does not rely on external military developments to achieve its goals, adding that its legitimacy stems from domestic support and organized activism inside Iran. He said the group aims to establish a pluralistic democratic republic.

He added that the proposed provisional government would oversee a transition period of up to six months following any political change, culminating in what he described as free and fair elections.

The NCRI has long positioned itself as an alternative to Iran’s current system, though its influence inside the country remains disputed.

Daei al-Islam called on European governments and the wider international community to formally recognize the proposed administration and support what he described as the Iranian people’s right to democratic change.
