IOM, CCCPA Ink MoU to Strengthen Cooperation on Peace, Security, Migration Governance in Africa, MENA

The International Organization for Migration (IOM) and the Cairo International Center for Conflict Resolution, Peacekeeping and Peacebuilding (CCCPA) have inked a Memorandum of Understanding (MoU) aimed at enhancing cooperation on peace, security, and migration governance across Africa and the Middle East.

The agreement was signed on the sidelines of the 5th Edition of the Aswan Forum for Sustainable Peace and Development, held on 19–20 October in Aswan, Egypt.

 “This agreement reflects our shared commitment to advancing sustainable peace and inclusive development across Africa and beyond,” said Mohammed Abdiker, IOM Chief of Staff.

 “Through this partnership, we reaffirm our dedication to empowering national institutions and communities to lead in shaping resilient responses to displacement, conflict, and climate challenges.”

The MoU outlines a framework for collaboration in key areas including human mobility, conflict prevention, peacebuilding, women and youth empowerment, and the climate–peace–development nexus. It also supports joint efforts under initiatives such as the Aswan Forum, the Egyptian COP27 Presidency’s ‘Climate Responses for Sustaining Peace’ initiative, and programs focused on integrated border governance and combating cross-border crime. 

The signing ceremony was attended by senior officials, including Amb. Amr El Sherbiny, Assistant Minister of Foreign Affairs for Multilateral Affairs and International Security; Amb.Seif Kandeel, Director General of CCCPA and Executive Director of the Aswan Forum; Mohammed Abdiker, IOM Chief of Staff; Othman Belbeisi, IOM Regional Director for the Middle East and North Africa; and Carlos Oliver Cruz, IOM Chief of Mission in Egypt.

 “This milestone represents the continuation of a long-standing partnership between CCCPA and IOM,” said Amb. Seif Kandeel. “Over the years, our collaboration has expanded across Africa and beyond, addressing the complex interlinkages between migration, peace, security, and development.”

In turn, Othman Belbeisi, IOM Regional Director for the Middle East and North Africa, said: “Through our regional and country offices, we remain committed to working with CCCPA to advance development and prosperity in Africa. This agreement strengthens our joint efforts to promote community-led, sustainable solutions that make a tangible difference in people’s lives.”

Egypt’s leadership as a champion of the Global Compact for Migration (GCM) continues to inspire regional cooperation and innovation in migration governance. The partnership between IOM and CCCPA further underscores their shared vision of empowering African and Arab institutions to respond effectively to challenges linked to displacement, conflict, and climate change.

Launched in 2019 under Egypt’s chairmanship of the African Union, the Aswan Forum for Sustainable Peace and Development serves as an African-owned platform bringing together heads of state, policymakers, international organizations, civil society, and the private sector to address the continent’s interconnected challenges of peace, security, and development.

IOM has been a partner of the Forum since its inception, contributing to expert dialogues, policy discussions, and field initiatives that bridge the humanitarian–peace–development nexus through its global experience and expertise.
