Maya Morsi Chairs First Meeting of "Hayah" Initiative’s Supreme Committee to Support Street Children

Dr. Maya Morsi, Minister of Social Solidarity, chaired the first meeting of the Supreme Committee for the "Hayah" Initiative, aimed at addressing the issue of children in street situations, under the patronage of the President of Egypt. The meeting was held at the ministry’s headquarters in the New Capital, with the participation of representatives from several ministries and national institutions concerned.

The Minister of Social Solidarity affirmed that forming the committee is part of the state’s ongoing efforts to address the phenomenon of homeless children, praising the outcomes of the previous committee established by Prime Minister’s Resolution No. 1557 of 2025, which studied the issue and developed an integrated vision for dealing with it.

Dr. Maya Morsi explained that the Supreme Committee for the "Hayah" Initiative will study the recommendations of the previous committee and develop implementation mechanisms for the initiative, which aims to provide care for children in street situations, continue protection and social integration programs, and provide the necessary psychological, health, and social support.

She added that the initiative will be implemented in phases across all governorates of Egypt through a clear timeline, including completing the process of identifying target children, qualifying human resources, and developing care homes and training programs.

During the meeting, Mr. Ayman Abdel Mawgoud, Permanent Undersecretary of the Ministry of Social Solidarity, presented the results of the previous committee’s work, which included studying international experiences, evaluating the National Program for Protecting Homeless Children from 2014 to 2022, identifying challenges, and establishing a methodology for dealing with different categories of children in street situations.

Dr. Ahmed Saada, Executive Director of the Fund for Supporting Projects of NGOs and Civil Society Organizations, also presented a model for the comprehensive care and protection system at the "Hayah" Complex, describing it as a national model that can be expanded across Egypt’s governorates.

The "Hayah" Complex provides multiple services, including residential care, aftercare services, and support for homeless men and women. It operates through an integrated system based on case management, professional service delivery, governance, and continuous monitoring.

The meeting concluded with the Minister of Social Solidarity listening to the views and expertise of participating entities, in preparation for developing the initiative’s executive plans during upcoming meetings.
