António Guterres, UN Secretary-General reiterated his call for Libyan authorities to enact legislation to tackle human trafficking and to improve rule-of-law institutions to ensure that cases of abuse are efficiently investigated and perpetrators punished.

This came in a report submitted to the UN Security Council on "conflict-related sexual violence." He called on Libyan authorities to allow humanitarian aid to reach shelter centers and to take steps to protect prisoners, including migrants and asylum seekers.

He explained that the ceasefire agreement on 23 October 2020 is an opportunity to prevent further violations against civilians. It was an important step towards ending the conflict.
