The financial statement submitted by the government for the new fiscal year 2023/2024 to Egypt's parliament – the House of Representatives – monitored the volume of work that will be implemented by the second phase of the Decent Life Initiative, which covers 52 centers comprising 1,600 villages with a population of approximately 21 million.

The government indicated that targeted investments worth EGP 30 billion (initial appropriations) have been allocated to implement about 620 water and sanitation projects, rehabilitate and line canals with a length of 1,740 km, establish and develop about three thousand school classrooms, and complete the development of about 66 hospitals.

The statement indicated that about 25 billion pounds have been allocated to enhance road services, lighting, environmental improvement, security, and traffic, and support the needs of local units, in addition to (5) billion pounds for Decent Life projects, and the appropriations are distributed to the governorates, amounting to 19 billion pounds.

The financing equation takes into account development gaps, human development indicators, and the competitiveness index for each governorate, as well as the population census, the numbers of the poor, and each governorate's share of the Gross Domestic Product (GDP).
