Delegations from the Palestinian Authority's Fatah movement and the Hamas armed group have agreed on a draft plan to establish a joint committee to manage Gaza after the war, according to an Egyptian source on Tuesday.

The two-page draft outlines that the committee, responsible for areas such as education, healthcare, the economy, humanitarian aid, and reconstruction, will include 10 to 15 independent Palestinian members known for their "competence, integrity, experience, and transparency."

The Palestinian Authority (PA) will oversee the committee, which still requires approval from President Mahmoud Abbas. The draft was finalized during Fatah-Hamas discussions in Cairo that began on Saturday.

One principle in the document emphasizes that the committee will remain under the unified Palestinian political framework encompassing the West Bank, Gaza, and Jerusalem, avoiding any separation of Gaza from other Palestinian territories.

Another principle states the committee will operate until the circumstances necessitating its creation no longer exist, general elections are held, or another nationally agreed framework is established. This will be determined by national consensus and a presidential decree.

Gaza, once governed by Fatah, has been under Hamas control since 2007. Israel has consistently opposed the possibility of Hamas resuming any future role in governing Gaza.

Since October 7, 2023, Gaza health authorities report 44,502 Palestinians have been killed and 105,454 injured. This follows a surprise attack by Hamas on southern Israel, which resulted in around 1,200 Israeli deaths and over 200 hostages, according to Israeli sources.
