The United Kingdom and France are prepared to send troops to Ukraine, a move that is playing a significant role in ongoing European discussions over the war, according to a senior adviser at the European Parliament.

Marian Douris, Adviser on Foreign Affairs at the European Parliament, said commitments by London and Paris to deploy forces underscore Europe’s determination to actively shape negotiations surrounding the conflict.

In a televised interview, Douris said the emerging coalition of countries willing to assist Ukraine reflects the continent’s resolve to manage what he described as critical negotiations over sanctions and potential ceasefire arrangements.

He added that a recent summit held in Brussels demonstrated broad consensus among European leaders on the need to tie any ceasefire agreement to concrete security guarantees — a key distinction in comparison with negotiations led by the United States.

According to Douris, the absence of direct U.S. participation in certain aspects of the European track complicates efforts to reach a comprehensive agreement. He stressed that Washington remains the most influential actor in the conflict, given its ability to engage directly with both Kyiv and Moscow.

“The United States plays a decisive role by maintaining dialogue with both the Ukrainian and Russian sides to secure an effective and comprehensive understanding,” Douris said, noting that while European pledges are important, their impact remains more limited without U.S. involvement.

The remarks come as European governments intensify diplomatic efforts to shape the next phase of negotiations, amid continued fighting and mounting calls for a sustainable ceasefire backed by enforceable guarantees.
