European Union leaders convened for a high-stakes summit as multiple crises, including the war in Ukraine and rising tensions with Iran, dominated the agenda.

Officials say there is broad agreement among member states on the severity of the challenges facing the bloc, but deep divisions persist over how to respond. The war in Ukraine remains a central issue, with around $90 billion in financial support at stake amid ongoing political disputes. Hungary’s use of its veto power has further complicated efforts to approve additional aid.

Tensions involving Iran have also moved to the forefront, particularly due to concerns about their impact on global energy markets. Most EU countries are reluctant to engage in direct military action, instead favoring diplomatic efforts and the imposition of further sanctions to contain the situation.

At the same time, the European Union faces constraints in its defense capabilities. Difficulties in supplying Ukraine with sufficient weapons and ammunition have highlighted broader limitations, raising questions about the bloc’s ability to manage multiple crises at once.

European military involvement in the Middle East remains limited, focusing mainly on specific missions such as maritime security operations to protect shipping routes. Analysts say this underscores the EU’s limited military options as it seeks to avoid further escalation.
