The European Commission and the Ukrainian Ministry of Defense, in partnership with the governments of France and Finland, have officially finalized a series of strategic agreements aimed at rapidly expanding defense industrial capacities and dual-use technologies.
Signed on Saturday, June 27, 2026, on the sidelines of the Ukraine Recovery Conference held in Gdansk, Poland, the new initiatives provide European Union grants and financial guarantees valued at up to €343 million.
According to an official statement from the Ukrainian Ministry of Defense, these new financial instruments are projected to mobilize and leverage broader investments exceeding €700 million. The capital injection will be directly funneled into the domestic production of unmanned aerial vehicles (drones), counter-drone defense systems, unmanned ground vehicles (UGVs), advanced aviation, next-generation navigation systems, and secure telecommunications.
Ukrainian defense officials emphasized that this funding initiative shifts away from buying individual, short-term military products. Instead, it aims to systematically build and sustain a comprehensive, modern technological ecosystem for long-term defense manufacturing.
This major financial package builds on earlier collaborative frameworks between the European Commission and Kyiv, which previously activated an integrated €161 million investment program dedicated to cutting-edge defense innovations.
