Egyptian Parliament: New Fees Imposed on Players’ Contracts, Pets’ Food

The Plan and Budget Committee at the Egyptian House of Representatives held a meeting on Sunday, headed by Dr. Hussein Issa, Chairman of the Committee, and approved a draft law submitted by the government to amend some provisions of Law No. 147 of 1984 regarding imposing a fee for developing the state’s financial resources.

The newly-approved draft law includes increasing fees imposed on some items , as well as creating and imposing new fees on sports player contracts, technical devices, sports company licenses, mobile devices and accessories.

The committee unanimously rejected Item No. (24) of the second article regarding imposing a fee on the gasoline product of all kinds by 30 piasters per liter sold, and the diesel product by 25 piasters per liter sold, and decided to delete it.

And the second article of a draft law from the government to amend some provisions of Law No. (147) for the year 1984 imposing a fee for developing the state’s financial resources, includes adding nine new items with numbers (21), (22), (23), (24), (25), (26), (27) and (28) to the first paragraph of the first article of the law.

The project provides for imposing fees on purchase, sale, loan, or renewal contracts, or other contracts for Egyptian or foreign sports players, contracts for technical and administrative bodies, and Egyptian or foreign technical managers, at the rate of (3%) of the value of contracts worth one million pounds or Less, by (4.5%) of the value of the contracts, whose value exceeds one million pounds and up to 2 million pounds, and by (6%) of the value of contracts that exceed the value of 2 million pounds and up to 3 million pounds, and by (7.5%) From the value of the contracts, whose value exceeds 3 million pounds and up to 5 million pounds, by (9%) of the value of contracts worth more than 5 million pounds, and the A new item committee, which is (10% of the value of contracts exceeding 10 million pounds).

A fee has also been imposed on dog food, cats and pet birds for decoration, whether received ready for retail sale or not prepared, at the rate of (25%) of the bill for customs purposes in addition to the customs tax and value-added tax.

In addition to imposing fees on raw or unprocessed tobacco, and tobacco waste in all its forms, at a rate of (1.5) pounds per kilogram of net.
