Egypt To End Parking Valet "Sayes" Phenomenon

The streets of Egypt is preparing to end the parking valet "El-Sayes" phenomenon in the coming period, after the parliament approved in principle the draft law organizing parking lots.

The law, introduced by Representative Mamdouh Moukalled, and more than a tenth of the members, paves the way for binding regulations for street parking.

The approval of the Egyptian parliament came after discussing the report prepared by a joint committee including both the local administration and legislative affairs on the draft law.

The draft law aims to define the rules and procedures necessary to use public streets in an organized and civilized manner, by establishing a committee in each governorate, with the New Urban Communities Authority to determine parking places, and to prevent random parking on both sides of roads and double parking that leads to traffic congestion.

The draft law also defines the powers of the committee to choose the places and time of parking, and prepare conditions for the right to use parking spaces, in accordance with the provisions of Law No. 182 of 2018, to issue a law regulating contracts concluded by public authorities, whether for private inpidual companies or bigger corporations.

A license must be obtained from the administrative authority, as well as the prices of parking according to the nature of the geographical location and the area of ​​the pre-determined parking spaces from the local units related to the New Urban Communities.

The draft law aims to provide job opportunities for companies and inpiduals, create new horizons for investment in this field, and increase the resources of local units to enhance financial and administrative decentralization stipulated in the constitution in Article No. (176).

The Draft Law

It is not permissible to practice the activity of organizing parking activities in places subject to the provisions of this law before obtaining a license.

The committee will be formed to determine the price of parking according to the area and geographical location, taking into account the economic level of the nature of the place.

Companies or inpiduals with the right to valet shall be obligated to collect a waiting fee from the drivers of vehicles in the places designated for them and in a manner that does not exceed the value determined by the committee.

The age of the parking valet should not be less than 21 years old, lettered and has performed military service or has been legally exempted from its performance, and a valid driver's license.

The valet must not have records or convicted of a felony punishment or a crime, and holds a health certificate from the Ministry of Health, stating that he/she is free from drugs.

The license shall be canceled by a rational decision of the committee in the event that the licensee collects money from the drivers of the vehicles that exceed the value determined by the committee.

A penalty of imprisonment for a period not exceeding six months and a fine of no less than five thousand pounds and not exceeding ten thousand pounds or one of these two penalties shall be imposed on anyone, who engages in the activity of organizing parkings in locations other than those designated or without a license, and the penalty is doubled in case of recurrence.
