Egypt and Germany intensified diplomatic coordination on African affairs, regional stability, and the ongoing conflict in Sudan during high-level political consultations held in Cairo, reflecting growing cooperation between the two countries on key challenges facing the African continent.
The talks brought together Ambassador Mohamed Abubakr, Egypt’s Deputy Foreign Minister for African Affairs, and Serap Güler, Germany’s Minister of State at the Federal Foreign Office, for a comprehensive review of developments across Africa, with particular focus on the Nile Basin, the Horn of Africa, the Sahel region, and Sudan.
During the consultations, Egyptian officials outlined Cairo’s evolving development-oriented strategy toward Africa, emphasizing an integrated approach that combines political, economic, developmental, and cultural dimensions.
According to the Egyptian side, the objective is to support sustainable solutions to the continent’s most pressing challenges, particularly in conflict-affected regions where restoring stability remains a prerequisite for long-term development.
The discussions highlighted Egypt’s belief that addressing security concerns and economic development simultaneously is essential for creating durable peace and prosperity across Africa.
A significant portion of the talks focused on developments in the Horn of Africa and the Red Sea region, where both sides reviewed ongoing geopolitical dynamics and their implications for regional stability.
Egyptian officials expressed concern over growing tensions and unilateral actions by some regional actors, warning that such measures could undermine state sovereignty, threaten territorial integrity, and hinder broader development efforts in the region.
Cairo reiterated its commitment to supporting cooperative frameworks that respect international law and promote peaceful coexistence among neighboring states.
The Egyptian delegation also presented updates on relations with Nile Basin countries, highlighting a newly announced development financing mechanism backed by an initial allocation of $100 million.
The initiative, launched with the support of Egypt’s political leadership and coordinated between the Ministries of Foreign Affairs and Water Resources, aims to finance development projects across Nile Basin countries and strengthen regional economic integration.
Officials described the mechanism as part of Egypt’s broader effort to build a comprehensive development partnership with fellow Nile Basin nations based on mutual benefit and shared prosperity.
The consultations further reviewed ongoing discussions within the framework of the Nile Basin Initiative, with Egypt emphasizing the importance of cooperation, consensus-building, and collective management of the river’s resources.
Cairo reaffirmed its commitment to restoring inclusivity within the initiative and preserving the spirit of partnership among Nile Basin countries.
The situation in Sudan featured prominently in the discussions, as both countries explored ways to build on the outcomes of the International Humanitarian Conference on Sudan held in Berlin in April 2026.
Egypt and Germany agreed on the need to advance a comprehensive political solution that preserves Sudan’s sovereignty, territorial integrity, and national unity while addressing the humanitarian crisis resulting from the ongoing conflict.
Officials from both sides stressed the importance of maintaining close coordination in support of efforts to secure a humanitarian truce that could pave the way for a sustainable ceasefire and an inclusive political process.
The consultations underscored the growing convergence between Cairo and Berlin on a range of African and regional issues, particularly in areas related to conflict resolution, development financing, and regional stability.
Diplomatic observers view the dialogue as part of broader efforts by Egypt and Germany to strengthen cooperation on Africa-focused initiatives at a time when geopolitical competition, security challenges, and humanitarian crises continue to reshape the continent’s strategic landscape.
With Sudan, the Horn of Africa, and Nile Basin cooperation remaining at the forefront of regional diplomacy, both countries signaled their intention to maintain close engagement in pursuit of stability, development, and sustainable peace across Africa.
