Egypt, Eni Move to Revitalize Offshore Mediterranean Development Zone with New Investment Framework

Egypt's Ministry of Petroleum and Mineral Resources took a significant step toward strengthening offshore energy development in the Mediterranean, signing a memorandum of principles with Italy's energy major Eni to renew the Port Fouad Offshore Development Area and its associated work program.

The agreement, witnessed by Petroleum and Mineral Resources Minister Karim Badawi, is designed to ensure the continuity of petroleum activities in the strategic offshore block while enhancing its attractiveness to new investments and exploration opportunities.

The memorandum was signed by Salah Abdel Karim, Chief Executive Officer of the Egyptian General Petroleum Corporation (EGPC), and Francesco Gaspari, General Manager of Eni Egypt. Senior officials from both sides attended the signing ceremony, including EGPC executives responsible for exploration and petroleum agreements, as well as Eni's leadership team in Egypt.

According to the ministry, the framework aims to create a more competitive investment and economic environment capable of attracting fresh capital into the area. The initiative is also expected to support exploration efforts, unlock promising opportunities for hydrocarbon discoveries, and accelerate the development of currently undeveloped reserves within the concession.

A key component of the agreement focuses on preserving and maximizing the use of existing facilities and infrastructure in the Port Fouad area. Industry officials view the infrastructure as strategically important for maintaining current production levels while facilitating future growth in surrounding offshore zones.

The move comes as Egypt intensifies efforts to expand exploration and development activities across its Mediterranean acreage amid growing regional competition for energy investment. Authorities have increasingly prioritized partnerships with leading international energy companies as part of a broader strategy to boost natural gas output, strengthen energy security, and support long-term economic development objectives.

The renewed cooperation with Eni, one of Egypt's most prominent energy partners, underscores Cairo's commitment to leveraging existing infrastructure and attracting new investment to unlock additional offshore resources in the Eastern Mediterranean.
