Egypt's Prime Minister Mostafa Madbouly delivered Egypt’s statement on behalf of President Abdel Fattah El-Sisi during the opening session of the 7th African Union–European Union Summit, held in Luanda, Angola.
In his address, Madbouly outlined Egypt’s vision on key African and international issues, stressing the urgent need to reform the global governance system. He reaffirmed Egypt’s full support for the unified African position calling for an expanded and more representative UN Security Council that places Africa at the forefront of global decision-making. He also urged European partners to back reforms of international financial institutions to ensure they better serve African development needs, including technology transfer and access to concessional finance.
On the regional security, Madbouly highlighted Egypt’s efforts to restore stability in the Middle East, reaffirming Cairo’s work with regional and international partners to implement the Sharm El-Sheikh agreement on a ceasefire in Gaza.
He condemned the “inhumane violations” reported in the Sudanese city of El-Fasher and reiterated Egypt’s commitment to preserving the unity of Sudanese state institutions. On Libya, he stressed that any settlement must remain a purely “Libyan–Libyan” process free from external interference. Madbouly also called for sustained funding for the African Union Mission in Somalia to support security gains there.
The prime minister further underlined Egypt’s outright rejection of any unilateral measures in the Horn of Africa or the Red Sea that could undermine national sovereignty or escalate regional tensions, emphasizing the importance of safeguarding navigation in the strategic waterway.
Madbouly reaffirmed Egypt’s backing for counterterrorism efforts in the Sahel and initiatives to restore stability in eastern Democratic Republic of Congo. He added that Egypt is ready to expand trilateral cooperation with European partners across Africa, leveraging institutions hosted in Cairo, including the African Space Agency and the NEPAD Center of Excellence.
He concluded by stressing Egypt’s belief that “Africa’s security is integral to Egypt’s security and to global stability,” reaffirming Cairo’s commitment to supporting all sincere efforts toward a fairer and more balanced international system.
