Egypt, represented by the Accountability State Authority (ASA), officially assumed the presidency of the International Organization of Supreme Audit Institutions (INTOSAI) for the next three years, marking a historic moment for the country’s leadership in the global audit community.
The handover took place at the opening session of the 25th INTOSAI Congress (INCOSAI 25), held in Sharm El-Sheikh under the patronage of President Abdel Fattah El-Sisi and in the presence of Prime Minister Mostafa Madbouly, alongside several ministers and senior officials.
The event witnessed broad international participation, bringing together heads and representatives of supreme audit institutions (SAIs) from around the world, in addition to regional and international oversight organizations, a turnout that underscored the international community’s confidence in Egypt’s growing leadership role in global public auditing.
In his inaugural address as INTOSAI President, Counselor Mohamed El-Faisal Youssef, President of the Accountability State Authority, reaffirmed Egypt’s deep commitment to INTOSAI’s core values of independence, impartiality, and integrity, and its mission of promoting effective public auditing as a pillar of good governance and sustainable development.
“The Authority is fully committed to INTOSAI’s mission, fully aware of the current global economic challenges and the evolving demands of our profession,” said El-Faisal. “As technology advances, oversight institutions must move beyond post-action auditing toward foresight and prevention, becoming partners in decision-making and key anchors of institutional reform and balance.”
The Egyptian presidency comes at a critical global juncture characterized by accelerating economic transformations and successive crises, which heighten the importance of collaboration among supreme audit institutions worldwide. Egypt’s assumption of leadership reflects its longstanding dedication to transparency, integrity, and anti-corruption efforts, as well as its growing influence within international oversight circles.
Egypt takes over the INTOSAI presidency from Brazil, which chaired the organization since 2022, marking the start of a new phase of global cooperation to strengthen the efficiency and accountability of audit institutions, safeguard public funds, and ensure equitable distribution of development resources.
Egypt’s Accountability State Authority has been a member of INTOSAI since 1963, playing a central role in shaping the organization’s direction and earning international recognition as a trusted audit institution. The Authority currently serves as the external auditor for several United Nations agencies, including the UN Industrial Development Organization (UNIDO) and the UN World Tourism Organization (UNWTO). It also recently secured a six-year term (starting 2026) as the external auditor for the UN Food and Agriculture Organization (FAO).
Regionally, the Authority maintains a leading presence within AFROSAI and ARABOSAI, where it has championed professional training, capacity building, and knowledge exchange across Africa and the Arab world. It also continues to chair the editorial board of the African Journal, a regional professional publication that reinforces the exchange of expertise and the dissemination of best auditing practices.
Moreover, Egypt’s Accountability State Authority serves as the external auditor for the African Union, a role that highlights the trust it commands regionally and globally as a guardian of accountability and good governance.
