Egypt Approves National Strategy to Empower Persons with Disabilities Through 2030

Egypt’s Cabinet, chaired by Prime Minister Mostafa Madbouly, has approved the final version of the National Strategy for the Empowerment of Persons with Disabilities (2026–2030), marking a major step toward advancing inclusive development.

The strategy, titled “An Inclusive and Empowering Society,” was developed through a comprehensive and participatory process involving the Cabinet’s Information and Decision Support Center, the National Council for Persons with Disabilities, various government entities, experts, and persons with disabilities themselves.

According to an official statement, the framework aims to strengthen the rights of persons with disabilities and ensure their full integration into sustainable development efforts, building on recent legislative and institutional progress in Egypt.

The five-year plan is structured around seven key pillars, including enhancing legal and regulatory frameworks, improving early detection and healthcare services, and creating more accessible living environments through upgraded infrastructure and public services.

It also focuses on economic and social empowerment by expanding access to education, employment opportunities, and entrepreneurship, while reinforcing social protection systems to ensure a decent standard of living.

Officials emphasized that the strategy promotes greater societal awareness and aims to foster a cultural shift toward inclusion, alongside leveraging technological advancements to improve accessibility and participation.

The plan further incorporates governance, monitoring, and evaluation mechanisms, as well as partnerships with local and international stakeholders to secure funding, exchange expertise, and ensure effective implementation.

The government said the initiative reflects Egypt’s continued commitment to building an inclusive society and improving the quality of life for persons with disabilities nationwide.
