Diplomats from Global South Countries Discuss Development of Humanitarian Cooperation within BRICS

A ceremonial evening marking the conclusion of Brazil’s year of chairmanship in BRICS took place at the Reception House of the M. I. Rudomino All-Russia State Library for Foreign Literature, TV BRICS reported. 

Heads of diplomatic missions and representatives of embassies from more than 15 countries attended the event, including BRICS member states and partner countries.

The main theme of the evening was the development of humanitarian ties and intercultural dialogue among Global South countries during Brazil’s chairmanship of BRICS. The reception was organised by the Embassy of the Federative Republic of Brazil in Russia, the TV BRICS International Media Network, and the M. I. Rudomino Library for Foreign Literature.

Brazil’s Ambassador Extraordinary and Plenipotentiary, Sergio Rodrigues dos Santos, highlighted several outcomes of Brazil’s BRICS chairmanship, which was held under the motto “Strengthening cooperation among Global South countries for more inclusive and sustainable governance”.

"During our chairship we worked to build on the many achievements of the Russian chairship in 2024. [...] During the Summit, the Brazilian chairship launched a number of initiatives aimed at enabling the development of concrete international cooperation projects for the benefit of the societies of member countries. One of these initiatives was related to our shared objective of deepening economic and financial cooperation by encouraging the use of local currencies. [...] The Brazilian BRICS chairship also launched initiatives aimed at addressing priority issues of the Global South in the international agenda [...] The BRICS leaders also adopted at the Summit in Rio a 'Declaration on Artificial Intelligence Governance'," he added."[...] Another text adopted by the leaders was the ‘Framework Declaration on Climate Finance’. Another text adopted by the Leaders was 'The Framework Declaration on Climate Finance.' In the field of institutional development, criteria were implemented for the participation of BRICS partner countries, a category created in October 2024 at the Kazan Summit in Russia".

The ambassador separately noted the role of the BRICS+ Information and Cultural Media Centre, a joint project of the M. I. Rudomino Library for Foreign Literature and the TV BRICS International Media Network, in bringing peoples of different countries closer together.

“We are glad to celebrate today the first anniversary of the BRICS+ Media Center, which has greatly contributed to the promotion of our cultures and the connection of our peoples. We are proud to say that we have already cooperated in many projects, and you can count on us to continue this fruitful collaboration in the years to come,” the diplomat added.

The main projects implemented by the Library for Foreign Literature, including those hosted at the BRICS+ Media Centre and aimed at promoting Brazilian culture and literature and developing Russian-Brazilian cooperation, were presented by the Vice-Director of the Library of Foreign Literature, Miguel Palacios. He reported that the library’s collections include more than 3,000 books about Brazil in 21 languages, including Portuguese, English, Russian, Spanish, and French, and also recalled the presentation of the book "The Flight of the Red Flamingo" by Brazilian writer and nun Maria Valéria Rezende, which took place at the BRICS+ Information and Cultural Media Centre in July this year.

General Director of the Library of Foreign Literature, Marina Zakharenko, emphasised the importance of BRICS countries’ work with young people and shared the Library of Foreign Literature’s experience in engaging with youth.

“Young people are not only our future; they will become decision-makers in various positions, but young people are also our present. [...] It is very important that the Library for Foreign Literature becomes such a point of attraction. Where else, if not at the Library for Foreign Literature, do representatives of different cultures and different peoples come together and that very intercultural dialogue take place?” she added.

CEO of TV BRICS, Janna Tolstikova, noted in her speech that humanitarian ties form the foundation for cooperation in all areas. She confirmed the media network’s readiness to support the Republic of India during the country’s BRICS chairmanship in 2026 and also shared details of several TV BRICS projects carried out during Brazil’s BRICS chairmanship.

The ceremonial reception concluded with a concert by the Brazilian group Choro de Bola, which performs music in the choro genre that originated in Rio de Janeiro.

In 2025, TV BRICS provided information support to Brazil during the country’s BRICS chairmanship. Around 200 original information materials were produced and distributed in 11 languages. These materials were presented by TV BRICS to a global audience through leading national media outlets in 18 countries. During Brazil’s BRICS chairmanship, TV BRICS strengthened cooperation with Brazil in the media and education sectors. In particular, a memorandum was signed with the Brazilian Universities International Cooperation Group (GCUB), enabling the promotion of the country’s scientific achievements to an international audience. An agreement was also concluded with one of Brazil’s largest media portals, Brasil de Fato, which helped strengthen the country’s information agenda in the global media space through TV BRICS.

Special attention was paid to deepening cultural ties between Brazil and BRICS+ countries through TV BRICS. To promote Latin American cinema to a global audience, TV BRICS began cooperation with the Panvision Cultural Association. At the same time, the network actively involved Brazilian partners in its own projects: the documentary film "Partitura. Young Music of Russia" was screened at the prestigious CineSonora festival, and exclusive materials from the Brazilian TV channel Agro+ were used in the joint agricultural project “BRICS Grain”.
