Cypriot President: EU Summit Prioritizes Strategic Outreach to Middle Eastern Partners

Cypriot President Nikos Christodoulides declared that the informal European Union Summit hosted in Cyprus serves as a "crucial bridge" to the Middle East, emphasizing that European security is "inextricably linked" to the stability of its southern neighbors.

A Historic Gathering in Nicosia

Marking a milestone for the Cypriot Presidency of the Council of the EU, the summit expanded its scope on Friday, April 24, to include a high-level session with regional leaders. Invited guests included the Presidents of Egypt, Lebanon, and Syria, the King of Jordan, and the Secretary-General of the Gulf Cooperation Council (GCC).

President Christodoulides noted that this is the first time such an extensive group of Middle Eastern partners has been integrated into an informal European Council meeting. The move is part of the "Pact for the Mediterranean," a strategic initiative aimed at elevating regional cooperation through specific, actionable goals.

Security and De-escalation

A central theme of the discussions was the ongoing conflict in the region. Christodoulides emphasized that permanent de-escalation is impossible without the "active participation of the EU." He proposed a "step-by-step" approach to re-engaging with Syria, suggesting that progress in stability could be met with the gradual lifting of sanctions. He also called for a "comprehensive strategic agreement" with Lebanon, modeled after recent successful deals with Egypt and Jordan.

Defense and Article 42.7

Beyond regional outreach, the President highlighted internal EU security. Following a working dinner, he announced that the European Commission would prepare a "blueprint" for the implementation of Article 42.7—the EU's mutual assistance clause. The goal is to establish a clear operational roadmap for member states to support one another in the event of an external attack.

Energy and Economic Competitiveness

The summit also addressed the "One Europe, One Market Roadmap" to boost competitiveness and tackle high energy prices driven by regional geopolitical shifts. Christodoulides stressed that achieving "Energy Union" and strategic autonomy are the long-term answers to protecting European citizens from market volatility.
