Cuba Issues Emergency Guide Amid Rising Tensions With US

Cuba has issued a nationwide emergency preparedness guide aimed at helping citizens respond to potential military attacks as tensions with the US continue to escalate alongside the island’s worsening economic crisis.

The new civil defense document, titled “Protect, Resist, Survive and Overcome,” was distributed to Cuban households and includes instructions for dealing with emergencies, air raids, and prolonged disruptions.

According to Cuban state media, the guide urges residents to prepare emergency kits containing drinking water, food supplies, medicines, and hygiene products, while also encouraging families to learn first aid procedures and follow directives issued by local defense councils.

The move comes amid rising tensions between United States and Cuba following tighter US sanctions and an oil blockade imposed on the island, which Washington has justified by describing Cuba as an “extraordinary threat” to US national security.

Cuba is currently facing a severe energy crisis after exhausting much of its oil and fuel reserves, according to statements by Energy and Mines Minister Vicente de la O Levy.

Officials said the country is now relying heavily on domestic natural gas supplies, while parts of Havana have experienced electricity outages lasting up to 22 hours per day.

The publication of the emergency guide also coincided with protests in several Havana neighborhoods over deteriorating living conditions, fuel shortages, and a lack of essential goods.

The tensions intensified further following an unprecedented visit to Havana by John Ratcliffe as part of sensitive discussions between the two countries in recent months.
