European leaders wrapped up a two-day summit yesterday where they laid out a system for estimating the damage Russia caused during the war in Ukraine, hoping to force Moscow to compensate victims and help with post-conflict reconstruction.

The summit participants decided to create a record of the damage caused by Russia to Ukraine, which is expected to be placed in the International Criminal Court (ICC) in The Hague, as the record will allow war victims to report the damage they have suffered.
This is the first summit held by the Council of Europe in nearly two decades.
