In a major humanitarian breakthrough, the internationally recognized government of Yemen and the Houthi group have officially signed a comprehensive agreement to release approximately 1,750 prisoners and detainees.

The deal, brokered under the auspices of the United Nations and the International Committee of the Red Cross (ICRC), marks one of the largest exchange operations since the conflict began. A Landmark Agreement in JordanThe signing took place in the Jordanian capital, Amman, following 90 days of intensive direct negotiations.

This agreement represents the first executive phase of a broader "all-for-all" framework established during previous talks in Muscat. The deal includes the release of a diverse group of detainees, including members of the Yemeni armed forces, political activists, and journalists who have spent years in detention.

Notably, the exchange will also include 27 members of the Arab Coalition, comprising Saudi and Sudanese nationals. Addressing High-Profile CasesA significant component of the agreement involves the case of Mohammed Qahtan, a prominent political leader who has been held incommunicado for over a decade.

The parties have agreed to form a joint committee, including family members and ICRC representatives, to travel to Sana'a to verify his status and finalise the technical details of his release.

Humanitarian Impact and Next StepsYahya Kazman, head of the government’s negotiating team, described the pact as a "victory for humanity," emphasizing that the primary goal is to empty all prisons and return every forcibly disappeared person to their family.

The implementation phase is expected to begin shortly after the technical lists are verified by the ICRC. This move is seen as a vital step toward building trust between the warring factions and alleviating the humanitarian suffering of thousands of Yemeni families ahead of the upcoming holiday season.
